Clara Ugarte Perrin

About Me

Clara is a strategic communications and stakeholder engagement expert at IMPACTO. She has 25 years of experience and works as an international advisor for governments and international development organizations. She leads communications and stakeholder engagement initiatives, project communications strategies, and marketing communications campaigns for high-level global events such as the Annual Meetings of the World Bank Group and the IMF 2015, the APEC Summit 2016, UNICEF Regional Dialogue 2018, the Pan American Games 2019, and the first Global Meeting on Renewable Energy, Sun World 2019.

Clara is the founder of MetaMorfosis Lab, an organization that supports entrepreneurs in Latin America to pivot to a new reality of doing business by helping them strategize, refocus priorities, and achieve business results while creating a strong integrated personal and business brand.

Clara is also serving as a Council Member for the Minnesota Council on Latino Affairs that advises the State Governor and legislators on matters of importance to Latinos living in Minnesota. She works alongside community organizations to create positive change for the Latino community and to empower and advance equity for new leaders of color and underrepresented groups in Minnesota.

Previously, Clara worked for the International Finance Corporation, a member of the World Bank Group, as the Communications Officer for Advisory Services in Latin America and the Caribbean for six years. In that capacity, she advised management and led the design and implementation of strategic communications to promote a Portfolio of 85+ projects in 30 countries valued at US$81.6 million. Project areas focused on Access to Finance, Investment Climate, SME development, PPP Infrastructure, Health and Education, Renewable Energy, and Housing Finance. In 2011, she played a critical role in spearheading the IFC Women Leadership Network for the LAC region to help strengthen diversity and increase the number of women in leadership roles in the region. Throughout her comprehensive career, Clara has led remote teams implementing innovative stakeholder engagement and communications strategies while striving to increase standards and improve performance.

Clara holds a master’s degree in international business from St. Mary’s University in Minnesota, USA where she graduated with DELTA MU DELTA Honors, and a bachelor’s degree in communications from the University of Lima in Peru. She is fluent in Spanish, English, and Portuguese.
